The Board of Directors of an association has a fiduciary duty to maintain the community in a good state of repair. The Reserve Study is implemented to address the issues of long-range maintenance, repair and replacement of the common areas. It is updated by an independent consultant and should be updated at least every five years or sooner due to inflationary increases.
In 2013, the current HOA Board at the time commissioned the Cardno Report to use as a guideline in making decisions pertaining to the long term maintenance and viability of the irrigation and landscape elements within the Groves.
Since most Elected Board Members do not have expertise in the management of an HOA, these two documents are to be used to guide quality decision making for the betterment of the community as a whole, not personal agendas. They should be used frequently throughout the year when decisions are being made in maintaining our community.
In addition, if these 2 documents are followed, there should not be the need to increase our dues on an annual basis, other than to fund the needed maintenance expenses outlined in the Reserve Study and annual operating expense increases due to inflation.
